Soak julienned papaya in cold water for 10 minutes, then drain well.

Blanch green beans in boiling water until crisp-tender.

Plunge beans into ice water, drain and set aside.

Mix lime juice, fish sauce, and palm sugar until sugar dissolves.

Add minced garlic and chilies to the dressing.
