Instructions (8 steps)

Make stuffing: grind half the onions, garlic, scotch bonnets into paste.

Cut slits in fish. Stuff with paste. Fry fish until golden. Remove.

Fry remaining onions and tomato paste in same oil until dark red.

Add water. Bring to boil. Add all vegetables. Simmer 30 minutes.

Remove vegetables. Return fish to broth. Simmer 15 minutes.

Remove fish. Add rice to broth. Cook until tender and red.
